    Costa Rica. Smaller country, English widely spoken in tourist regions, infrastructure is more developed, political stability is high. Peru is also viable but the bigger geographic and cultural diversity needs more planning.
    Which has better conservation programs?
    Costa Rica — it's one of the cleanest conservation volunteering destinations in the world (sea turtles, rainforest, sloth observation). Peru offers Amazon and Sacred Valley conservation but with fewer accredited programs.
    Which has stronger community-development programs?

    What about altitude in Peru?
